Who can take the Civil Service Exam — the eligibility rules.

Short answer

You must be a Filipino citizen, at least 18, of good moral character, and not have a disqualifying record. There's no minimum education requirement to sit the exam itself — both Professional and Subprofessional are open to qualified applicants.

Before you register, it's worth confirming you actually qualify to sit the Civil Service Exam — the rules are simpler than most people assume, but a few disqualifiers catch applicants off guard. This guide walks through who can take the CSE-PPT, what documents prove your eligibility, and the distinction between being eligible to sit the exam and being qualified for a specific government position once you pass.

The basic eligibility requirements

To sit the CSE-PPT you must be a Filipino citizen, at least 18 years old on the date of filing, of good moral character, and free of any disqualifying condition — that means you have not been dishonorably discharged from military service, dismissed from government service for cause, or convicted of a crime involving moral turpitude. You also must not have taken the same level of the exam within the preceding three months.

Notably, there is no minimum educational attainment required to sit the exam itself. A non-graduate can sit either level. Education matters for the position you can hold after passing, not for permission to take the test.

Eligible to take vs. qualified to be appointed

Passing the exam grants you Career Service eligibility — but eligibility is not the same as being qualified for a given job. Each government position has its own qualification standards covering education, experience, and training. A Professional eligibility plus a relevant degree qualifies you for second-level positions; Subprofessional eligibility qualifies you for first-level (clerical) roles.

In short: the exam decides whether you hold eligibility; the position's qualification standards decide whether that eligibility, plus your background, lets you be appointed.

Who does not need to take the exam

Some professions already confer Career Service eligibility through their licensure. Bar passers and many board-licensed professionals (under the relevant CSC resolutions) hold eligibility appropriate to their profession without sitting the CSE-PPT. Honor graduates may also qualify for eligibility under specific rules.

If you already hold a professional license, check whether it confers eligibility before registering for the CSE-PPT — you may not need to take it at all.

Do I need a college degree to take the Civil Service Exam?+

No. There is no minimum educational requirement to sit either level of the CSE-PPT. Education affects which positions you qualify for after passing, not your ability to take the exam.

What's the minimum age to take the CSE?+

You must be at least 18 years old on the date you file your application.

Can I take the exam if I have a criminal record?+

A conviction for a crime involving moral turpitude, dishonorable discharge from the military, or dismissal from government service for cause are disqualifying. Other records should be checked against the current CSC rules.

How often can I take the exam?+

You cannot take the same level within three months of a prior attempt. The CSE-PPT is generally administered twice a year.
